簡介
邱羽凡副教授自2016年自任職於國立陽明交通大學科技法律研究學院,研究焦點為勞動法和勞資關係。進入學術領域前,曾任職於寰瀛法律事務所勞動法律師以及中華電信工會研究部主任,在德國期間曾加入德國服務業工會(ver.di)與金屬工會 (IG Metall) ,並於後者位德國法蘭克福之總部法律部和國際部擔任實習員,長期投入工會事務,特別關注工會組織與集體團結權行使之法律問題。
目前的研究領域涉及近代新興議題所造成的勞資關係不平等議題,特別為人工智慧與數位勞動,包含平台工作者之法律保障、全球供應鏈下的強迫勞動與勞動權益議題,以及產業淨零轉型下的勞工衝擊與權益因應對策。進行中的研究計劃有:
1.臺灣公正轉型策略研析:淨零產業轉型勞工權益因應對策
2.後疫情時代數位遠距勞動關係之法律保障—個別與集體勞動法交錯暨競爭法、性別平等之觀點
3.遷移、不平等公民、批判法律研究。
Associate Professor Yu-Fan Chiu , Dr. jur., Göttingen University, has been a faculty member at the School of Law, National Yang Ming Chiao Tung University (NYCU) since 2016, focusing on labour law and industrial relations. Before entering academia, she worked as a lawyer at Formosan Brothers Attorneys-at-Law and served as Director of the Research Department at the Chunghwa Telecom Workers’ Union. During her time in Germany, she joined ver.di and IG Metall, where she interned in IG Metall’s legal and international departments in Frankfurt. She has been actively engaged in trade union affairs, with a particular focus on the legal aspects of union organisation and collective action.
Her current research explores inequalities in industrial relations stemming from emerging issues, particularly in the context of artificial intelligence and digital labour. This includes legal protections for platform workers, forced labour and labour rights in global supply chains, and the impact of net-zero transitions on employment relationships. Her ongoing research projects include:
a. Just Transition Strategies in Taiwan
b. Legal Protection of Digital Remote Labour Relations in the Post-Pandemic Era: Perspectives on the Intersection of Individual and Collective Labour Law, Gender Equality, and Competition Law
c. Migration, Unequal Citizens, and Critical Legal Studies
